How to do border for the Gadget's Title?

Urgh,haha I just had to finished all the BLOG TUTOR and its really made me so mad,but for you guys is special,LOL so whatever and I'm gonna tell you guys how should we put and how do we put the BORDERs for the gadget title.

what you need to do is search for these codes:

Okay the red color font is you need to change yourself just like the TOP one.
